In case of an accident, disaster or other circumstance creating a public emergency,
the town manager may award contracts and make purchases for the purpose of meeting
said emergency; but he shall file promptly with the council a certificate showing
such emergency and the necessity for such action, together with an itemized account
of all expenditures. Further, the town manager is authorized to take whatever steps
deemed reasonably necessary, after consultation with the mayor, to ensure the public
safety and protection of public and private property during the course of an emergency.
This power in no way abrogates or conditions the broad executive powers of the mayor
under the town's Charter or this Code.
