§ 20-21. Franchise required; review fee.

All business entities without franchises or whose franchises expire within three years that are using or seeking to use the streets, roads and rights-of-way of the city for the erection, construction or operation of a public utility or for telecommunications services shall enter into negotiations with the town for a franchise application, renewal or transfer. Upon adoption of the ordinance from which this article is derived, any such business entities shall be required to submit a letter of intent to enter into franchise negotiations, accompanied with a town application form and a partial review fee of $2,500.00.
